Municipality Intervenes in Community Projects

On the 11th December 2014 I received an email from a woman who claims to be the Manager Community Services for our town of Waterval Boven and the extended area called EMAKHAZENI Local Municipality - which services four towns.

This was the first communication from the municipality since we initiated the Community Projects in January 2014 and many attempts by us to meet with the Mayor and other representatives in the municipality regarding our activity.

I find it fascinating that they would not communicate with us until such time that they got wind of our actions and the repairs we started to make to the public facilities that they left to ruin and vandals. It is clear that our mayor and municipality do not care if the town hall is vandalised, stripped of all fixtures and fittings, and turned into a giant public toilet - but they do have a problem with someone fixing it up and doing what they were supposed to do with the monthly budgets allocated to upkeep and maintain the public facilities.

In the meantime we have had a great response to our petition regarding the community projects and expect to have well over 1000 signatures, which is more than 50% of the voting population of our town, by the end of January 2015.

Below is  the response email that was sent to the municipality today - followed by the original email I received from them.

RE: Public Facilities - Waterval Boven & Emgwenya

Dear Mrs Sing and co.
Thank you for making contact with me and the UBUNTU Community Projects team. As you may be aware we have made many attempts to facilitate a meeting with you and the mayor on this issue since the 14th January 2014, without success.

On the 2nd October 2014, I sent a detailed outline of the various community projects to the mayor, requesting an urgent meeting regarding our activity. This includes the supply of an alternative and FREE source of ELECTRICITY to our community. Once again we had no response at all.

​ Since this matter is of a very high public interest and has attracted wide support from the community, we need to get some more information from you to enable us to have fruitful and productive discussions with you. Please provide us with the following information as a matter of urgency.
  1. Are you the the public servant responsible for the maintenance and upkeep of the public facilities in Waterval Boven/Emgwenya?
  2. If not, please provide the names and all contact details of the public servants responsible for the maintenance and upkeep of the public facilities in Waterval Boven/Emgwenya
  3. Provide a complete breakdown of annual and monthly funds and any other budgets allocated to all public facilities in above towns - including the community hall, and all sporting and recreational facilities.
  4. Please provide the names of the accounting officers responsible for audits of these funds to ensure the delivery of such funds to the appropriate facilities.
  5. Provide a list of plausible reasons why our public facilities have been left to go to ruin and

    completely vandalised.
  6. According to the EMAKHAZENI LM code of conduct, who should be held accountable for
    ​ the​
    utter neglect and the non-delivery of funds and maintenance of the people' facilities?
We have provisionally set aside Saturday, the 17th January 2015, for you to come meet and address the community with your comments and commitments to the people for the year 2015.
Based on your feedback we will be very happy to follow the necessary procedures that you refer to.

Please note that even though your intentions to help renovate the facility maybe in good faith, there are processes and procedures that need to be followed with the necessary permissions to be obtained from the Council on this matter.
